Positions Supervised: General Inspection & Surveillance (GIS) Coordinator, MIGAS inspector Coordinator, and Quality Admin Asst.
Job function:
Reports directly to Senior Project Manager for EMDC quality policy direction, Functional administrative matters, and expertise on related issues. Also reports directly to the Project Manager.
RESPONSIBILITY AND DUTIES:
Providing input to the Project Organization Plan and assisting in staffing QA personnel for the Project Team
Ensuring quality on the Project, coordinating quality management activities planned and performed by multiple EPC contractors
Preparing and maintaining the Project Quality Plan and identifying and preparing quality control procedures
Maintaining interfaces with Project, Sub-Project and Site management to ensure a consistent , effective approach across the Projects and monitoring the plans and activities of site QA
Ensuring project plans, programs and procedures are in place and implemented in accordance with the Project Quality Management Process
Reviewing and commenting on contractor’s Control procedures necessary for the implementation of contractor’s Project Quality plan
Reviewing and commenting on contractor’s schedule (s) for internal and external technical and Quality audits, and the plans for each audit
Ensuring MIGAS certification program and plan are in place and executed
Ensuring deviations are approved by appropriate Functional and Project management and appropriate Project and Functional personnel review deviations to equipment and material for acceptability
Providing input to other project plans and procedures that impact qualit
Ensuring contracts contain adequate technical and quality requirements
Reporting quality status periodically to internal and external stake holders
Ensuring quality audits are performed and audit findings are stewarded to resolution and closed out
Coordinating scheduled audits of contractors, suppliers and Project Team (PT) to determine the effectiveness of the respective Project Quality Plans / Individual Quality Plans, and stewarding audit findings to resolution and closure in a timely manner
Take lead roles in maintaining ongoing communication with sub-Project Quality Assurance Coordinators
Monitoring quality performance and coordinating reporting project Quality metrics to Regional Advisor, PT, PLT, and affected Functions
Maintaining a project quality issues and action items register
Interface with start-up/Operations to ensure clear understanding of project Quality. Participate in turnover as appropriate
Maintain interface communication with EMDC PM&E Regional Quality Advisor
Required KNOWLEDGE, qualifications, skills, and EXPERIENCES:
Bachelor degree in Engineering or Science preferred.
Minimum 15 years of experience associated in Quality Management / Quality Assurance and Quality Control, coordination of quality activities within Engineering, Construction, Commissioning and Start-up projects of various facilities in the Oil and Gas Industry with minimum 5 years of experience as Project Quality Manager
Previous experience with auditing quality management systems. Lead auditor qualification preferred
Worldwide experience with contractors and vendors, in particular those involved in the construction of offshore and onshore oil & gas production facilities
Strong management skills with extensive QA/QC experience in responsible roles for major oil & gas engineering & construction projects
Knowledgeable in facilitating efforts to resolve interfaces issues and coordinate multiparty (project and stakeholder) QA objectives
Experience with project completions and document for operations turnover.
Knowledge of Company Management Systems (including OIMS and EMCAPS)
Good spoken and written English required to develop & review company and Contractor Quality procedures and plans, facilitate interface meetings, and prepare report to internal and external stakeholders, PLT, EMDC PM&E Regional Quality Advisor, etc
Good communication skills
Client representative experience in Indonesia, knowledge of MIGAS Certification processes and programs, and fluency in Bahasa Indonesia are preferred.
